Cancer Survivor Wins Share of $1.3 Billion Powerball Jackpot
Cheng “Charlie” Saephan’s fortunes have taken a remarkable turn. The 46-year-old Oregon resident, who has been battling cancer for eight years and recently completed his final chemotherapy treatment, emerged as one of the winners of the $1.3 billion Powerball jackpot from earlier this month.

Saephan, along with his wife Duanphen, 37, and their friend Laiza Chao, 55, who contributed $100 for a batch of more than 20 tickets, plans to split the winnings. Opting for the lump sum payment of $422 million after taxes, the trio expressed their gratitude and excitement for the newfound financial security.
Saephan recounted the poignant moment he realized he had won, calling Chao immediately to share the news and relieve her of her work duties. Originally from Laos, Saephan immigrated to the United States in 1994 and has been living in Portland for 30 years, working as a machinist for an aerospace company.
His winning ticket was purchased at a Plaid Pantry convenience store in Portland in early April, and the Oregon Lottery had to undergo a thorough verification process before announcing Saephan as the winner. Under state law, Oregon lottery winners are typically identified, with few exceptions, and have up to a year to claim their prize.
The $1.3 billion jackpot is the fourth largest in Powerball history, and Saephan expressed his gratitude for the life-changing opportunity, noting that he can now provide for his family and secure quality healthcare for himself.
